Bulletin No 612. March 5, 1919.
TO ALL LOCAL BOARDS.
Pending the completion of the records and further advice from the Provost Marshal General as to the action to be taken in the apprehension of delinquents or deserters, it is requested that all Local boards exercise the most careful judgement in the apprehension, detention and sending to military camps or posts any men who, in their judgment, may be classified as delinquents or deserters.
Particular attention should be used in an effort to distinguish between wilful and non-wilful deserters.
This is not to be construed as restricting the apprehension of alleged deserters, but rather is a precautionary bulletin that all cases shall be very carefully investigated before the men are sent to any camp.
