McEnroe who was the Secretary of the New Jersey Interstate Bridge and Tunnel Commission. It was the New Jersey authority cooperating with a New York Commission for overseeing the project. He died on June 2, 1925. Print was an enclosure in a photograph album, photo catalog 2012.017.0001. The casually posed group is obviously above ground and apparently on a break or starting a shift (one is smoking.) All wear coveralls; two are wearing neckies and two others have banded collars with studs. Of the footwear seen, none have work boots, but regular shoes. This dress suggests a group of engineers or supervisors rather than sandhogs.
