This image is from the personal papers of John C. McEnroe who was the Secretary of the New Jersey Interstate Bridge and Tunnel Commission. It was the New Jersey authority cooperating with a New York Commission for overseeing the project. He died on June 2, 1925. Print was an enclosure in a photograph album, photo catalog 2012.017.0001.
The casually posed group is obviously above ground and apparently on a break or starting a shift (one is smoking.) All wear coveralls; two are wearing neckies and two others have banded collars with studs. Of the footwear seen, none have work boots, but regular shoes. This dress suggests a group of engineers or supervisors rather than sandhogs.
