Morgan P. Larson, Governor of the State of New Jersey, Hon. Franklin D. Roosevelt, Governor of the State of New York, and Members of the Joint Legislative Conference Committee of the States of New York and New Jersey. Your Excellencies and Gentlemen;- You have asked us to present to you the results of the studies we have made of the characteristics, growth and probable future trend of development of vehicular traffic between the Borough of Manhattan and New Jersey together with our plans for a second vehicular tunnel to meet the immediate requirements of this traffic, our estimates of cost and our recommendations as to a method of financing construction. We have the honor to present to you herewith the detailed information which you request. It represents the best judgment of the members of the commissions and technical staff, based not only on the experience gained in the construction of The Holland Tunnel but also an intimate study of its actual operation for a period of more than two years.
