While Grogan, a Hoboken resident, served as an elected Commissioner in the City of Hoboken government from 1947-1953 and as Mayor from 1953-1965, this button is probably not for a municipal election.
He held several posts with the International Union of Marine and Shipbuilding Workers of America (IUM-SWA) starting in the early 1940s. Locals of this union was active in Hoboken among several in the region. The positions he typically held in his earlier years with the union would have required an election at the local or regional level by rank-and-file members. This button would have been for one of them.
