Sent by Mills & Arnot (building supplies?) of Hoboken, Feb. 29, 1892, to a Tilghman, 1118 South Eleventh St., Philadelphia.
An official U.S. Post Office one cent postal card, an early form of the postcard. The "star" cancel, a duplex, was not uncommon in this period. The star form seen is solid and centered in a vertical striped oval.
