First leaf is the Stevens' petition to establish a horse racing course on "the island of Hoboken." It did not succeed. (The New Jersey Historical Society has the tentative date of 1826 on the document. In "City Animals," on page 8 of HHM 2004 exhibition publication, curator Holly Metz dates these documents as circa 1822.)
The second leaf is the proposed bill referred to in the last line of leaf one. In the heading of this page, the Stevens are identified as the proprietors of the Hoboken Ferry.
