The Museum does not own the originals. Text refers to court decisions as late as 1948 which provides an approximate document date. Who solicited this opinion is not indicated, but from the subject and conclusions it was probably the City of Hoboken or a New Jersey State agency.
The two conclusions on page 33 state that the City nor State "has any right of re-entry or title to property on River Street between Newark and Fourth Streets heretofore designated as Piers 1, 2, 3, 4, 5 and 6" and the City of Hoboken "does not have a reasonable chance of successfully imposing a real estate tax upon the fee of the above mentioned property inasmuch as title thereto lies in the government of the United State and is exempt from such tax."
