A glossy proposal for the development of the north side of Observer Highway from Bloomfield St. to Willow Avenue into a residential apartment complex for middle income co-ops and low income rentals. The developers would be a joint venture between the Applied Companies and Hartz Mountain Industries. Architects were Beyer Blinder Belle whose office Beyer Blinder Belle Graphics designed this publication. It includes plans, elevations and artist's views.
