The Mayor is second from the left looking at the Sheriff holding the magetic block. (Mayor's hair style suggests it is ca. 1947-1950.) The device appears to be intended for use as a lock to hold in place on a metal floor or wall a chain, handcuffs or similiar item that is connected to a police detainee. The location is not indicated, but it is probable that it was in the Hoboken Police headquarters that were then in Hoboken City Hall. The other men were not been identified. (Commissioner Stephen E. Mongiello appears to be the man standing third from the right, behind the bent over Sheriff.
