A battery operated toy (batteries not included) produced for children. Back has product number: #471. "Printed and packed in U.S.A. Item marked with country of origin." (Country name is not visible without removing intact covering.)
The company's address is not stated; a 1965 address was 1015 Clinton St., Hoboken: a 1975 address was 307 Newark St., Hoboken.
Interestingly the characterization of the printed color designs on the each top as "mod" style is almost an anachronism. The style and the term itself was considered passe by the latter part of the 1960s.
