While a copy photo, it appears to be an older one from the paper weight, probably the 1950s. The locomotive is named "John Stevens" and dated 1825. The railway appears to be on the campus of Stevens Institute of Technology. It is presumed the event is commemorating the centennial of the demonstration by Colonel Stevens and his sons on a circular railway constructed by them. The prototype locomotive from 1825 (the Smithsonian owns a replica of this engine - it is probably the one seen here) which was also the first American-built locomotive, first ran on the circular railroad in 1826. It was a significant event in establishing the practicality of rail transportation.
