The view is west with three-quarters of image devoted to developed land in Jersey City; Hoboken is to the right and is seen from about Second Street and south. Pier A of the Port Authority Piers is at the right edge and the Erie Lackawanna Terminal (with ferries) just south of Pier A.
All of the rail yards seen, both passenger and freight, were part of the newly merged Erie and Delaware, Lackawanna & Western Railroads. The reference to the tugboat maintenance pier was for the marine fleets used to move railcar (freight or box cars) floats to and from the west side of the Hudson River.
While not so marked, this photograph is believed to be a documentation photo for the Port Authority of New York and New Jersey. The file number using the designation 'CP' has been seen on other photos known to have been taken for or issued by the Port Authority.
