While the publication date is approximate, the photograph seen was probably taken late December of 1918 or January 1919.
This photo is related to Hoboken's role as a major Port of Debarkation for the U.S. Army (after its prior service as the main Port of Embarkation.) The interior of the pier shed is decorated with bunting and flags (some European as well as military). No people are seen.
While the 27th Infantry Division was originally expected to return to America starting in late January, it did not happen until March. Among the several troop transport ships that brought the division back, the U.S.S. Leviathan carried 8,000 to Hoboken.
On March 25, a victory parade on Fifth Avenue welcomed the division home; see photo 2012.001.0046 for a stereoview in this series showing the parade.
