New York State Bridge and Tunnel Commission; New Jersey Interstate Bridge and Tunnel Commission. Booklet, 8" x 10-1/2" high, pp. [ii], 22 plus covers. Printed version of the agreement by the government bodies responsible for the tunnel that would would be named the Holland Tunnel and open in 1927. Contract was actually signed in ceremonies on Sept. 23, 1919. Inkstamp front cover: Library, Bureau of Railway Economics, Washington D.C.
