View is southeast of the cobblestone (or Belgian block) paved plaza with the exterior of the terminal. Some cars, a truck and people including two police officers - one horse mounted - are seen. It is unknown which force or both that the officers belonged to: Hoboken Police Department or Delaware, Lackawanna & Western Police (the property here was D.L. & W. R.R. private property, but the city was likely to have had an arrangement by permission or contract to patrol.) None of the people are identified.
The attire of the people would correspond to September. A national seamen's strike AFL and CIO) started September 4, 1946 and continued for 17 days. It shut down water traffic. A Sept. 19, 1946 Associated Press photo caption mentioned that in New York harbor "Only a few tugboats and ferries were on the move."
(February and July strikes in New York harbor also took place.)
