Jan'y 13th, 1883 To the Council: I return without approval claim of Board of Water Commissioners, for $3.498.80, "for arrears of water rents on property sold by the City, Nov. 1st, 1880 to Nov. 1st, 1881", as ordered paid at your session of 9th, instant. The claim is not sworn to, I do not know whether the amount stated agrees with the sales as made by the City or not, but that is immaterial; the Council has nothing to do with the settlement of this claim. It is a matter between the Board of Water Commissioners and the Treasurer of the City on all property bought in by the City for arrears of water rents and between the Board of Water Commissioners and the Collector of Revenue on all property bought by individuals for such arrears. Such is the law and whatever different action may have been pursued heretofore in regard to such sales and their settlements has nothing to do with us. If the law had been conformed with hitherto, there would not have been such other accumulation of unsettled arrears with the Water Commissioners as their additional claim of $8,459.96, which they have made against the Mayor and Council and City Treasurer.
