They appear to be posed on the steps outside the main entrance of Hoboken City Hall. While the numbering on the convict's chest is reversed, suggesting that the image is a mirror image, it is Halloween and the reversed numbers may have been intentional.
With: Museum letterhead with donor information and selected identification of people in the image. This event was the local annual Halloween parade for children.

Email recieved from Camille Ferriulo Mackey October 2021 states it was 1962. Camille is the baby ballerina held by her older brother Joseph Alphonse Ferriulo in the baseball uniform. Ballerina with the heart is Adele Ferriulo. Also, "The baby Indian was David Bruce Settembre."
