The view is looking east-southeast. This is the back end of the National Sweets Company (commonly called Tootsie Roll) float. A girl is dressed as a Tootsie Roll. It is going south in the 200 block of Washington St. In the background is the southern end of the the facade of Town Grille (also known as Town Lunch & Town Bar) which was then located at 215-217 Washington St and to the right, Bendix Automatic Laundry which was probably 213 Washington St.
