After the start of World War I, local boards were being set up to register men (or exempt them - Exemption List is mentioned here) for military service under the Selective Service Act. These "draft boards" were supervised under rather involved military regulations.
Document 1: The sheet discusses organization that was to be completed by July 2 regarding preparing registration cards, marking districts, sequential numbering ("although the Regulations state the alphabetical arrangement should be disarranged in numbering...you are directed to disregard this part of the Regulation...")
