As World War I had ended, the U.S. Government was concerned with getting back items that had been purchased with their funds. These documents relate to that process.
Document 1 as described above is on the official letterhead of the Local Board ("draft board.") It provides the full name of the board and its official status:

Document 3: Western Union Telegram from Gilkyson [Adjutant General], Trenton to Local Board telling them to expedite return of certified property, April 2, 1919. (Has address of Hoboken Western Union office, 227 Hudson St. and notes "Always Open.")
Document 4: American Railway Express Co., Hoboken, receipt, April 3, 1919 for lot (file cabinets, etc.) consigned for shipment (via Pennsylvannia Railroad) to Major M.R. Marjerum, Trenton.
