The work was on the third and last tunnel. None of the ten workers are identified.

(NY18) NEW YORK, Jan.25 - GLAD TO BE TOPSIDE - Sandhogs, some of whom had to
swim through rising water, gather above ground on the New York side of
the Lincoln Tunnel's new third tube after a bulwark leak flooded a
100-foot section of the tunnel.The water temporarily halted progress on
the hundred million dollar addition to the heavily-traveled New York - New Jersey vehicular passage under the Hudson River. (APWirephoto)
