IN THE TUNNEL - A tunnel policeman slows down traffic moving though the blast-scarred section of the New York-bound tube of Holland Tunnel after ti was reopened to traffic. Exposed communication lines can be seen at right. A truck carrying chemicals exploded in the tunnel Friday. Repairs are being made this week.
