The Portsmouth (it was actually the former U.S.N.Portsmouth (II)) was based in Hoboken from 1895-1911. Used for New Jersey Naval Reserve or Militia training; First Battalion was based onboard this vessel. See search terms for a history of the ship.
The two cannons at the Civil War Soldiers Monument in Stevens Park are from this ship.
Also see photo 2014.044.0102 for slightly different view of the same at this time. While there is no documentation that this is the ship in Hoboken, the prints' association with other known images of Hoboken leads to the assumption that Hoboken is the location.
