The people are not identified, but third from right is Mayor Louis DePascale which helps to date the image.
The view is looking south. The groundbreaking is either for the International Longshoremen's Association Health Care building (the site was the Empire Theatre; the ILA building became Hoboken Police Headquarters) or for the bank (First Union/Bank of America) that was constructed at the corner of Second and Hudson Sts. (once the site of Fire Company No. 1 and Fire Department Headquarters).
Behind the men at the left is the side of 104 Hudson St., where the bar Signore's/Love Sexy/Cooper's Union is on street level. At the left edge is the former First National Bank of Hoboken building at the southeast corner of First and Newark Sts. and beyond that, the tall building is the Hotel Victor.
