Item was probably provided free to Davis customers, shopkeepers and retailers, for use in routine transactions and served Davis for promotional advertising. Back has a line-cut depiction of a Davis O.K. Baking Powder bottle with printed label and a cap seal (over a cork?). It does state R.B. Davis and New York on it.
