Cover has two vignette portraits: Phoebe Snow - 1904 (artist's illustration); Phoebe Snow - 1944 (photograph of woman in railroad uniform - note Lackawanna Railroad patch on military style cap.)
The uniformed woman likely was standard bearer for her service role at the railroad - replacing a man that had gone to serve in the military during World War II.
Who this brochure was intended for is not apparent as the detail about locomotives and their roles would not make it a typical publication for general passengers. It is more likely that it was for dissemination with an annual report or distribution to financial firms and banks that the Delaware, Lackawanna & Western needed to have support from for their operations.
