Noteworthy that this was the first revision of rules after the ending of World War One in November 1918. While the railroad is still under the control of the U.S. Government, it does not mention the war. The DL&W routes covered a wide geographic area. The Lackawanna Terminal in Hoboken would have still effectively been operated as part of the U.S. Army Port of Debarkation. Any special rules related to that operation are not in this book.
Also note that the W.G. McAdoo who was the Director General was William Gibbs McAdoo who was once President of the Hudson & Manhattan Railroad which he brought to its opening in 1908 and continued with through the completion of the system. He served as the U.S. Secretary of the Treasury from 1913-1918, while also serving as the Director General of the U.S. Railroad Administration from 1917-1919.
