The dining car service was for long distance trains along the route to Chicago and other points (note the "Snooze Special" regarding a pillow for a fifty cent service charge which "P.S. - You may take the pillow with you as a memento of your trip.").
As the Erie Lackawanna Railway (it was renamed Railway from Railroad in 1968) it existed from April 1968 to April 1976, but the company only operated long distance passenger service until the first week of January, 1970. So this dining car menu would probably have been made at the latest from late 1969.
