NXP08 - 9/27 - HOBOKEN, N.J. - When you get past the stems, take a gander at part of one of this Fall's first shipments of tulip bulbs from Holland. Blonde Rosemary Gilligan, who among other things is 1955 National Tulip Queen, is togged out in Dutch-style finery as she serves as welcoming committe aboard the Dutch liner Westerdam here 9/27.
