New York, September 7th, 1872 To the Honorable Board of Police Commissioners of Hoboken, New Jersey We the undersigned, duly authorized officers of the Government of the United States, respectfully represent to your Honorable Board, that one Henry Ringe, a Sergeant of the Hoboken Police Force, was, on the fourth and fifth day of September, 1872, guilty of conduct unbecoming an officer: in, that the said Ringe, on the days above named was near the dock of the Hamburg and Bremen Line of Steamships, and did then and there, interfere with us in the proper performance of our official duties; using abusive language toward us, and attempting to prevent us from searching passengers suspected of having smuggled goods. We further represent that the said Ringe was, on the days and place above named, under the influence of liquor, and that he persisted in pointing us out to persons passing to and from the dock of the Hamburg and Bremen Line of Steamships, as loafers, thieves and robbers; and this, after we had explained to the said Ringe, our official positions and had exhibited to him, the badges prescribed to be worn in the discharge of our official duties. We therefore charge the said Ringe before your Honorable Board First: - With conduct unbecoming an officer of police. Second: - With interfering with us in the performance of our official duties, he, knowing our official position. Third: - With intoxication and using grossly abusive language toward us as above specified. And we respectfully ask your Honorable Board to make such investigation into the facts herein set forth, and to take such action, as you may deem proper, to promote the public good, holding ourselves ready to appear before your Honorable Board to substantiate the said charges, whenever required. New York, September, 25th, 1872 To the Honorable Commissioners of Police of Hoboken, N.J. In the case of Sergeant Henry Ringe, of the Hoboken Police force, against whom was filed with your Honorable Body, a letter charging him with interfering with Dana Parks, Inspector of Customs, and with other U.S. officers, in the discharge of their duty, on the 4th and 5th visit, I respectfully desire to withdraw said letter, believing that the ends of justice have been fully met, inasmuch as the said Henry Ringe, has made satisfactory apology to the officers preferring the charge, in which he has been backed by many persons of respectability and standing.
