Adolph Lankering, Mayor June 28th, 1905 To the Council: Gentlemen:- The resolution passed at the last regular meeting of your Honorable Body directing the Building Inspector to draw plans and specifications to rebuild the toilet house in Church Square Park has had my thorough consideration. I understand it is the intention to replace the present toilet house by an underground toilet, similar to those in larger cities, especially in New York. The purpose of this change, if I am rightfully informed, is to improve the present accomodations [sic - accommodations] and the sanitary conditions generally; furthermore to relieve the park of the sight of the present building, which seems displeasing to some people and also to remove the obstruction to the view of the new fountain, lately erected in the park. Regarding this proposition I wish to recommend, that the accomodations and sanitary conditions in the present building be improved in a manner as explained this forenoon to your Building Inspector and your Chairman of the Committee on Public Grounds and Buildings, Councilman, Patrick H. Duffy. It is not only the expense of the proposed new toilet house, which invites my opposition, but also the increased expense of maintenance. An underground toilet house will become possible the hiding place for immoral characters and dangerous to the children, frequenting the park, unless properly guarded. The appointment of persons for the care and protections of such toilet house would mean a lasting increase of our expenditures and not meet the approval of our taxpayers. At this morning's conference with the Building Inspector and Councilman Duffy I pointed to other repairs and improvements which should have your immediate attention and it will require good judgement and close calculation to keep within your appropriation. I hope that your Honorable Body will reconsider the resolution passed at the last meeting and accept my advice. Respectfully submitted, A.
