Scope and ContentLetter & proof from John Hillyer, Publisher, The Wall Street Journal sent to Robert A. Reed, Registrar, Board of Water Commissioners, City of Hoboken, May 26, 1870. Apparently the newspaper published this legal notice on speculation with the intention of soliciting the Board of Water Commissioners to place paid advertising for similar items. The letterhead of Hillyer with his date stamp at upper right. Whether the holographic solicitation note is in his hand has not been verified, but it is probable that it was done by office staff. The newspaper ad: Hoboken City Water Bonds (see notes.) City of Hoboken document. ==== The Journal of this era was weekly published on Saturday. According to the American Newspaper Directory of the 1870s, its listed circulation varied, from 500+ copies, over 675, etc.

Dear Sir, I herewith send you a copy of this Journal which circulated among the best purchasers of Bonds thereby presenting a most favorable medium for advertising the annexed. Your instructions would have our best attention. Yours respectfully, John Hillyer PJ.N. ==== text of published notice: Hoboken City Water Bonds Proposals will be received until three o'clock, P.M., on Friday, June 3d, 1870, at the office of the Water Commissioners, No. 97 Washington street, Hoboken for the purchase of from Ten to Fifteen Thousand Dollars of Hoboken City Water Scrip Bonds, of Five Hundred Dollars each. Said Bonds are made payable at from ten to twenty years from date, bearing interest at the rate of seven per cent.[centum] per annum, payable July and January of each year. Proposals will be received for the whole or any part of the above-named sum, and the Commissioners reserve the right to reject all bids not deemed by them to the interest of the city.
