He is making chalk marks surrounding evidence on the street pavement at a Washington Street location. A woman was hit and killed by a car. The two areas marked: a woman's shoe and apparently blood or some other fluid. Photograph is one of several in this accession that were discarded file photos considered or used for publication in The Hoboken Reporter newspaper from circa 1983-1988.
